Norbury Place is shut until about 20 November. The Commercial Road and Blueschool Street lights go in from 12 October, and Union Street closes 20 and 21 October.
Norbury Place is shut. The closure started on Monday 5 October, from the junction with Old Eign Hill, for electrical reinforcement works expected to take 47 days. That puts the reopening around 20 November. There is no alternative route, but access is maintained.
The Commercial Road and Blueschool Street signals are replaced from Monday 12 October, with temporary three-way lights until 4 December. Union Street closes 7am to 5pm on 20 and 21 October.
Two short city closures this week and next:

- Home Lane, two days from 13 October
Four Hereford parking and speed proposals close for comment at noon on Friday 16 October, including double yellow lines on The Straight Mile, Watery Lane and Whitecross Road. Details are below.
The College Road bridge is still one-way, from College Road towards Widemarsh Street, and the footbridge beside it stays shut. The Daws Road parking suspension was due to end around 4 October, on its expected nine days.

In the city: what is happening now
- College Road bridge: one-way from College Road towards Widemarsh Street. The council’s page for the bridge, read on 6 October, says extra barriers have been fitted along the road bridge to protect people walking and cycling.
- The footbridge next to it stays shut. It has been closed since July, after an inspection found extensive corrosion and loss of structural material in the 1963 structure. People walking and cycling use part of the road bridge instead.
- Norbury Place, from 5 October, 47 days. Order made 24 September.
- Tillington Road, near the YFC building, from 5 October, 5 days. This is out on the north-west edge of the city. The order is made, and the diversion is via the A4103 and the A4110.
- Church Way, Holmer, outside the entrance to Wytz End, from 5 October, 3 days, for a new gas connection. The diversion is via the A49, the A4103 and Attwood Lane. Only the notice of intention had been published when we checked.
- Church Road, 6 October, and Home Lane, 13 October, two days each, under the October resurfacing order.
- Commercial Road and Blueschool Street junction, 12 October to 4 December. The council is replacing the traffic signals. The junction stays open, with temporary three-way lights while the signals are swapped. Union Street closes 7am to 5pm on 20 and 21 October, with a signed diversion. Our story has the details.
- St Owen Street, parking suspended from 19 October for about five weeks, between numbers 74 and 104. The council intends to make the order so traffic can pass private works safely.
The council’s bridge page is blunt about behaviour at the one-way system. It says it has seen drivers “ignored traffic management measures, moved safety barriers or attempted to travel the wrong way”. Its advice is to follow the signs and use another route where you can.
The council has bid to the Department for Transport’s Structures Fund to replace the footbridge, and is working with Network Rail on the options. There is no replacement date.
On the trunk roads, the M50 has two night closures this week. National Highways’ seven-day report for 5 to 11 October lists:
- the M50 eastbound junction 2 entry slip road closed from 9pm on Wednesday 7 October to 6am on Thursday, for maintenance
- an M50 carriageway closure between the M5 at junction 8 and junction 2, listed as westbound, from 9pm on Thursday 8 October to 6am on Friday
Junction 2 is the Ledbury junction. The report lists nothing on the A49, A465 or A40 in Herefordshire for the week.

“Made” means the council has decided the order. “Intention” means it has only advertised that it plans to. This table leaves out the October resurfacing roads, which have their own table below. Closures that ended before 6 October have been taken out.

Four of those matter more than their length suggests.
- The A4110 at Canon Pyon is an A road shut for five days from 12 October, about seven miles north-west of Hereford. The notice sends traffic round via the A44, the A49 and the A4103, which means through Hereford. Only the notice of intention had been published when we checked.
- The B4349 at Clehonger is two weeks from 5 October, about four miles west of the city. It is the first road in the council’s Clehonger and Kingstone traffic calming scheme order, with the B4352 for five days alongside it and the B4348 at Kingstone for five days from 19 October. Diversions will be signed locally.
- Norbury Place has no alternative route, though access is maintained. It is the longest city closure on the list.
- Leominster has three overlapping jobs. Green Lane between Radnor View and Cranes Lane started on 1 September for six weeks. Cranes Lane and Kenwater Close follow for five weeks from 5 October for gas mains replacement. A second Green Lane stretch, Pierrepont Road to Townsend Close, is proposed for 40 days from 19 October.
Later in October, the notices also list:
- C1263 at Much Birch, from the A49 to the entrance of Much Birch Primary School, nine days from 24 October
- C1099 at Tillington, two weeks from 26 October
- B4214 Old Road, Bromyard, three days from 26 October
- Church Street, Ross-on-Wye, outside number 5, one day on 28 October, with the one-way system suspended
All four are notices of intention.
The dates in these orders are expectations. The council says definitive dates and times are given by advance warning signs on site.
Norbury Place: what the 47 days mean
Norbury Place runs off Old Eign Hill, on the east side of the city. The notice of making, published on 24 September, closes it from the Old Eign Hill junction. The council first advertised it on 10 September, with the same start date and the same 47 days.
The notice gives the reason as “electrical reinforcement scheme works”. It does not name the company doing them. There is no signed diversion, because there is no other way in, so the notice promises access will be maintained instead. If you live there or visit someone who does, expect to be let through the works rather than kept out.
On the expected duration the road reopens around 20 November. Queries go to the council on 01432 261800.
October: 21 closures confirmed from 1 October
On 24 September the council made its Resurfacing and Patching Oct 26 (26-756) order. It had advertised it on 10 September. The schedule is unchanged: 21 closures, the first on 1 October, with the programme expected to take about a month. Diversions will be signed locally and published on one.network.
The two city roads on it:

- Home Lane, Hereford, two days from 13 October

Consultations with a deadline
Noon on Friday 9 October: a 30mph limit and overtaking ban at Bredenbury. The council proposes both on the A44 at Bredenbury, about three miles north-west of Bromyard. They would run from a point 97 metres west of the C1062 junction for 1,171 metres. Objections, or support, go in writing to the Road Safety and Traffic Engineering Team at trafficengineering@herefordshire.gov.uk or Plough Lane, Hereford HR4 0LE.
Noon on Friday 16 October: four proposals published on 24 September. Three are in the city and one is in Leominster.
- No waiting at any time on six Hereford roads. The draft order puts double yellow lines on both sides of The Straight Mile for 210 metres east of Vincent Carey Road, and on stretches of Watery Lane, Barrs Court Road, College Road south of Venns Lane, and Queens Hill Gardens and White Horse Street. Whitecross Road gets no waiting and no loading at the Guilford Street and Oxford Street junctions, and a single yellow line, 8am to 6pm Monday to Saturday, by the Shell filling station exit. Write to trafficengineering@herefordshire.gov.uk.
- No waiting at any time on Derwent Drive, Windermere Road and Yazor Road, under the Coniston Walk order.
- A 30mph limit on Hoarwithy Road and Green Crize around The Pastures, and on the whole of The Pastures, The Shires and The Dales, under a speed limit order.
- A permit-only parking scheme and no waiting at any time on various Leominster roads, under a variation order that quotes resident permits at £30 a year and visitor permits at £30. Quote reference 3409-200.
The last three are run for the council by ADL Traffic and Highways Engineering. Objections go to info@adltraffic.co.uk, or ADL House, Oaklands Business Park, Armstrong Way, Yate, Bristol BS37 5NA. Each notice says the plans and statement of reasons are in the Proposed Traffic Regulation Order section of the council’s website.
Closed on 2 October: the Transport Hub bus-only order. The council wants no entry except buses on the station approach road. We set out what the order does.
Footpaths shut, and where there is no way round
Two bypass footpaths closed on 14 September. The council has made orders closing HA3 at Haywood and GF3 at Grafton for up to six months, “to enable construction of the Hereford Bypass”. Both notices say there is no alternative route. Our bypass story covers every path advertised for the scheme.
Two more long-running closures were rolled forward on 17 September:
- ESG28 Stretton Grandison, continued from 17 September for up to 12 months, damaged footbridge. The order dates from 2019. No alternative route.
- DW2 Dilwyn, continued from 15 September for up to 12 months, damaged footbridge. The order dates from 2023. No alternative route.
The other closures running now:
- AM2 Almeley, continued from 9 September for up to 12 months, damaged footbridge. No alternative route.
- WH16 Wellington Heath and part of LR17 Ledbury Rural, from 24 August, up to six months, damaged footbridge. No alternative route.
- PG4 Pencombe, continued from 3 September for up to 12 months, damaged bridge. No alternative route. This closure dates from 2019 and has been rolled forward again.
- ZK9 Ross-on-Wye, from 20 August, up to six months, damaged footbridge. The alternative route is via Trenchard Street, Horns Road and the rest of ZK9.
- RR9 Ross Rural, continued from 11 September for up to six months, construction. There is a permissive alternative route.
- LZ3 Lyonshall, from 3 September, up to six months, building works. There is a permissive alternative route.
Parking in Hereford, and the £11.50 difference
Herefordshire Council runs around 4,374 off-street parking spaces across the county and about 1,600 controlled on-street spaces. 2,632 of the off-street spaces are in Hereford, banded into three zones: Zone 1 central, Zone 2 visit, Zone 3 work and stay.
The zones are a polite way of saying the price varies by a factor of three.
If you are in town for the day, Merton Meadow (HR4 9HE) is the answer: £1.10 an hour, £4.40 for four hours and £5.50 for up to 24 hours, Monday to Saturday. The Garrick Multi Storey (HR4 9HG) is next at £8.40 for anything over four hours, with 399 spaces, 12 disabled bays, 18 parent and child bays and a 2.2 metre height limit.
Gaol Street (HR1 2HU, 130 spaces) and the underground Maylord Orchards (HR1 2DT, 208 spaces) are the central ones, and they are the ones to avoid for a long stay: £1.90 an hour rising to £17 for over eight hours. Maylord Orchards has a 1.98 metre height limit and closes behind a shutter outside its hours, with a £15 fee to release a vehicle left inside.
Three rules that apply everywhere:
- The first 30 minutes is free, in every council car park and every on-street pay-and-display bay in the county, under the Pop and Shop scheme introduced on 23 April 2026. You still have to get a ticket from the machine, and you cannot claim it through the JustPark app.
- Blue Badge holders get three hours free in council pay-and-display car parks, with a valid badge and clock displayed.
- Season tickets run to £1,373 a year at the Garrick and £858 at Merton Meadow. There is also an off-peak season ticket at £99 a year, valid 5pm to 9am, available across the Hereford car parks.
Since 9 May 2026, private vehicles have had to use the station car park to pick up or drop off at Hereford railway station, because the old kerbside arrangement has gone while the Transport Hub is built.
None of those prices have changed, and the framework behind them has not moved either. On 31 July 2026 the council’s Cabinet adopted a Herefordshire Parking Strategy running to 2041, shaped by more than 470 consultation responses. It sets no new tariffs, so read it as the framework for future decisions rather than a price change.
The £37 million road programme: 28 sites now done
On 23 March 2026 the council set out a £37 million investment in roads, footpaths and public spaces for 2026/27: £23.697 million of Government highways maintenance funding, £6.385 million of highways infrastructure investment, £5 million specifically to resurface roads, £1 million for public rights of way, £945,000 for town and parish council environmental improvements and £600,000 to deal with ash dieback in roadside trees.
That buys 142 road schemes: 32 on A roads, 31 on B roads, 37 on C roads and 41 on unclassified roads. Around 20 miles will be fully resurfaced and a further 64 miles will get surface dressing.
The council’s own programme page is the running scoreboard. On 6 October it still read:
- 19 of the 45 resurfacing sites listed for 2026/27 are marked Completed
- 9 of the 17 structural patching sites are marked Completed
- the remaining 26 resurfacing sites and 8 patching sites carry a live link to the one.network map
Those counts have not moved since 5 September. In that time the September order scheduled more than a dozen roads, including Welsh Court Road at Yatton and the A417 at Felton, both still shown with a live link rather than as Completed. Read the page as a slow-moving record, not a live one.
The council states that the map links only go live about ten days before work is due to start. The city entries, A465 Belmont Road, Gaol Street and Hillary Drive and Bonington Drive, still carry live links, although their scheduled September dates have passed.
The council does not publish start dates on the scheme pages themselves, and it flips entries to Completed without any announcement. The statutory notices are where the dates live.
The bypass, and the Holme Lacy Road scheme
On 4 August 2026 the council published the Full Business Case for Phase One of the Hereford Bypass. The document describes Phase One as a new 3.6km link between the A49 and the A465, serving the Rotherwas Industrial Estate and Hereford Enterprise Zone. Modelling in it suggests journeys between the A465 and the Enterprise Zone could be about six and a half minutes quicker by the design year.
The council names the residential roads it expects to carry less traffic as a result: Belmont Road, Walnut Tree Avenue and Holme Lacy Road. Belmont Road has just had 10 nights of resurfacing closures in September.
The council’s bypass page still says construction of Phase One is scheduled to begin in December 2026, with planning permission secured. But no construction contract has been awarded.
On 24 September Cabinet approved the update report’s recommendations. It noted progress and handed the Corporate Director for Economy and Environment the power to finish “corrective action” with the contractor, to bring the construction works and costs within budget. After that he chooses between the two routes the report set out, one of which is a fresh procurement for a new construction contract. We explained what that means and why the costs rose. The call-in period ran to 30 September. The council’s decision page was down when we checked on 6 October, so we could not confirm its final status. Phase Two, which would complete the route and bring a second Wye crossing, has no construction date.
On 26 August the council said the first two phases of the Holme Lacy Road scheme were expected to be complete during August, subject to final checks, and that work on the full scheme continues to winter 2027. In May the council had put the scheme at around 30% complete with a winter or spring 2026/27 finish, so the completion date has moved back by roughly a year on the council’s own statements. The work includes:
- full resurfacing between Oak Crescent and Thorn Business Park
- new high-friction surfacing
- raised crossings and junction changes to slow traffic
- a new traffic light junction at Holme Lacy Road, Chestnut Drive and Hoarwithy Road
- drainage work near the railway bridge, where flooding has been a recurring problem, and traffic lights letting one direction through at a time
The council says the aim is not to reduce the number of vehicles using Holme Lacy Road but to improve flow at key points. It has published a fly-through video of the finished route.
Walking, cycling and the city centre schemes
In May 2026 the council gave this position on the five main city schemes. The Holme Lacy Road line has since moved, as above.

If you would rather not drive at all, Beryl hire bikes have bays across the city including the railway station, Old Market and the Cathedral, on more than twenty miles of traffic-free path. A pedal bike is £1 to unlock and 5p a minute, an e-bike £1.50 and 12p a minute, and a day pass on a pedal bike is £12.
Bus changes that started on 30 August
The council flagged a set of timetable changes taking effect from the end of August, which is worth knowing if a closure pushes you onto a bus:
- extra evening journeys and better Sunday services on service 23, Newport to Hereford
- more journeys serving Hereford railway station on service 66, Monmouth to Hereford
- extra Saturday morning journeys on service 417, Worcester to Ledbury
- new early morning and evening journeys on service 675, Ledbury to Great Malvern
- retimed journeys on 32/33 (Gloucester to Ross-on-Wye) and 447/449 (Hereford to Kingstone and Madley)
- service 844 now serves Brampton Abbots in both directions
Several routes have changed operator without changing timetable. Newport Transport now runs the 413/812, 436 and 448 into Hereford, and D Belfitt Commercials runs the 31, 54, 436 (Breinton), 456/457, 459, 478 and 479 across south and east Herefordshire.

How do I check Hereford roadworks?
Through the council’s roadworks map, which is the national one.network map. Individual scheme links on the council’s resurfacing pages usually only go live about ten days before work begins. The statutory closure notices, which carry the actual dates, are published in the Public Notice Portal.
Can I be dropped off outside Hereford station?
No. Since 9 May 2026 private vehicles have had to use the station car park for pick-up and drop-off while the new Transport Hub is under construction. The hub was around 65% complete in May, with an October 2026 finish expected.
